The ESSA Tier III Promising Evidence Badge from Leanlab Education certifies that a well-designed, well-implemented study, with statistical controls for selection bias, found a meaningful relationship between using LUCA and reading growth. It is a step above the foundational Tier IV, and it is the level ESSA was written to reward as real evidence accumulates.

For a district leader, that translates into something concrete. An independent evaluator studied LUCA across five schools in two states and found that students who used LUCA more made bigger reading gains, after accounting for where they started, their grade, and demographic factors. The relationship held across every measure of use, and it was strongest for the students schools work hardest to reach.

The four ESSA Tiers of Evidence.

The Every Student Succeeds Act defines four evidence tiers that determine whether a tool can be funded with federal dollars. Tier III (Promising Evidence) requires a well-designed correlational study with statistical controls for selection bias, a higher bar than the entry-level Tier IV rationale.

More use, more growth.

Students who used LUCA more, by completing more minutes, more modules, and more assignments, showed stronger spring reading scores, even after accounting for where they started, their grade, and demographic factors.

The relationship was consistent and statistically significant across every measure of use we tested. This dose-response pattern is the finding that earned the Tier III certification.

Where It Mattered Most

Largest gains for struggling readers.

On oral reading fluency, LUCA's effect was largest for students who started the year furthest behind. In the Pennsylvania sample, struggling readers who used LUCA finished the roughly 15-week pilot about 12.6 words correct per minute ahead of comparable classmates who did not use LUCA.

An early, exploratory signal among students flagged for dyslexia risk pointed the same direction, a finding we are studying further.

What standardized tests can't see: automaticity, in one lesson.

LUCA teaches at the level of individual phonics patterns, and measures at that level too. After a single targeted lesson, the typical LUCA student reads a newly taught pattern at essentially the same speed as patterns they already know, the definition of a skill becoming automatic. Passage-level standardized assessments are not designed to capture this. LUCA can show, for every student and every skill, whether the instruction actually worked.

About the Issuing Body

Why a Leanlab badge actually means something.

Leanlab Education is an independent, Kansas City based research nonprofit that runs codesign studies between edtech companies and real classrooms, then evaluates products against the ESSA Tiers of Evidence. Their certifications are built into third-party directories including the ISTE Edtech Index, so the verdict travels with the intervention wherever a district researches it.

Leanlab does not partner with edtech companies for marketing. They partner with them for research, and they say no to companies whose evidence does not hold up. That is what makes a yes worth referencing.
