Independent Certification
ESSA Tier IV Building Evidence Badge issued by Leanlab Education

Issued by Leanlab Education

ESSA Tier IV Certified.

Evidence is not a marketing claim. It is a third party verdict. LUCA holds the ESSA Tier IV Building Evidence Badge from Leanlab Education, the independent verification districts need to procure with confidence and the foundation we are building toward higher tiers from.

What the Badge Confirms

Independent verification of a real evidence base.

The ESSA Tier IV Building Evidence Badge from Leanlab Education is used to denote edtech companies that have met Tier IV of the ESSA Tiers of Evidence. To qualify, a company must complete a logic model or theory of change that is grounded in rigorous research, and have a plan or research already underway to study the effects of the intervention.

For a district leader, that translates into something concrete. Someone outside LUCA reviewed our reading research foundation, our intervention design, and our active study plan. They certified that the logic holds together. That is the evidence threshold ESSA was written to require.

Built with teachers. Verified by Leanlab. Funded by NSF.

This certification sits alongside our NSF SBIR funding (a 3 percent acceptance program), our Carnegie Mellon partnership, and U.S. Patent No. 12,394,332 B2. Four independent stamps, all pointing to the same conclusion: this works because of how it works.

Context for Evaluators

The four ESSA Tiers of Evidence.

The Every Student Succeeds Act defines four evidence tiers that determine whether a tool can be funded with federal dollars. Tier IV is the foundational entry point. It requires a documented rationale and an active or planned study, the threshold at which districts can begin using ESSA funds while stronger evidence is built.

Tier I

Strong Evidence

Supported by one or more well-designed and well-implemented experimental studies.

Tier II

Moderate Evidence

Supported by one or more well-designed and well-implemented quasi-experimental studies.

Tier III

Promising Evidence

Supported by one or more well-designed and well-implemented correlational studies with statistical controls for selection bias.

Tier IVLUCA Certified

Demonstrates a Rationale

Practices with a well-defined logic model based on rigorous research, with an effort to study their effects planned or underway.

Tier definitions paraphrased from the Every Student Succeeds Act, Section 8101(21). District leaders should always confirm specific allowability rules with their state education agency.

How LUCA Earned the Badge

Two requirements. Both met. Both documented.

Criterion One

Well-defined logic model based on rigorous research.

LUCA's intervention design rests on the Science of Reading. Phoneme-level speech recognition, orthographic mapping research from Linnea Ehri, the National Reading Panel five pillars, and Castles et al. (2018) on decoding to comprehension are all reflected directly in the LUCALabs cycle: Listen, Analyze, Build.

Our 763,000 plus grapheme-phoneme mappings, the largest such dataset in commercial reading instruction, encode that research at the level the model actually uses to score and prescribe.

Criterion Two

Active study of the intervention's effects.

Pilots are running across 5 schools in 2 states with 118 active students. We collect pre and post fluency, accuracy, and confidence band data on a 3.2 day cycle.

Early results show a 17.2 WPM average fluency gain and a 0.942 correlation to aimsweb benchmarks. Each cycle is logged toward a future Tier III submission.

About the Issuing Body

Why a Leanlab badge actually means something.

Leanlab Education is an independent, Kansas City based research nonprofit that runs codesign studies between edtech companies and real classrooms, then evaluates products against the ESSA Tiers of Evidence. Their certifications are built into third-party directories including the ISTE Edtech Index, so the verdict travels with the intervention wherever a district researches it.

Leanlab does not partner with edtech companies for marketing. They partner with them for research, and they say no to companies whose evidence does not hold up. That is what makes a yes worth referencing.

ESSA Tier IV: Frequently Asked Questions

ESSA Tier IV (Demonstrates a Rationale) is the foundational evidence tier under the Every Student Succeeds Act. It requires a well-defined logic model based on rigorous research and an active or planned effort to study the intervention's effects. It is the entry point that allows districts to use ESSA funds for an intervention while stronger evidence accumulates.

Leanlab Education, an independent education research nonprofit based in Kansas City, issued the badge. Leanlab evaluates edtech products against the ESSA Tiers of Evidence and lists certified products in third-party directories, including the ISTE Edtech Index.

Generally yes. ESSA Tier IV is the qualifying evidence threshold for many Title I, Title II, and Title IV expenditures. Confirm specific allowability with your district business office and your state education agency, since approved-list rules vary by state.

Yes. The Tier IV badge requires that a study of the intervention be planned or underway. LUCA is actively gathering pre and post outcome data across pilot schools to support advancement toward higher ESSA tiers as the evidence base grows.

ESSA Tier IV verifies the strength of the research foundation and active study plan. The Codesign Product Certification verifies that the product has been improved based on teacher and student feedback. Both certifications come from Leanlab Education and reflect different dimensions of evidence quality.
