The Every Student Succeeds Act defines four evidence tiers that determine whether a tool can be funded with federal dollars. Tier IV is the foundational entry point. It requires a documented rationale and an active or planned study, the threshold at which districts can begin using ESSA funds while stronger evidence is built.
Tier I
Strong Evidence
Supported by one or more well-designed and well-implemented experimental studies.
Tier II
Moderate Evidence
Supported by one or more well-designed and well-implemented quasi-experimental studies.
Tier III
Promising Evidence
Supported by one or more well-designed and well-implemented correlational studies with statistical controls for selection bias.
Tier IVLUCA Certified
Demonstrates a Rationale
Practices with a well-defined logic model based on rigorous research, with an effort to study their effects planned or underway.
